Request For Assistance

My computer's time display is still set for 24-hour time. I've reset it a dozen times, and supposedly changed the setting which makes it appear as 24-hour or not. But the changes won't stick. An hour or two after I fix it, it goes back to being 24-hour. This is pissing me off to no end. So, LJ Hive-Mind, can you help me? It runs Windows XP.
Today, I looked at an apartment. I called the management company for one of the buildings we walked past last weekend. The lady was showing an apartment in the building this afternoon, and I could see it too. She said it was a first floor unit, but it was actually in the basement. It wasn't horrible for a basement apartment, and the price was fantastic, but I think we can do much better, and we're going to try.
What we'd like to find:
*Ideal first-choice locations- Fremont/Wallingford/Ballard/Phinney/Greenwood.
*Second choice locations- Roosevelt/Ravenna/Lake City.
*Rent- no more than $1300.
*Two bedrooms, or a large one-bedroom.
*Off-street parking for one vehicle.
*Walkable to a downtown bus line.
*Upper floor would be nice.
*Dishwasher.
*Laundry in building. We have washer/dryer in our current apartment, but we don't expect to find that elsewhere for what we want to pay.
*Quiet. No blasting TV's or thumpy stereo from the neighbors.
A check of Craigslist when I came home shows that there really are places like this in our price range, and we just might be able to find what we want.
